Subject: Washington Street Bridge Removal/Re-Construction

Barry and Jeff,
I am writing you because we became alarmed yesterday when we learned
on site that no sediment samples had been taken prior to this project
being bid and awarded. Is this accurate? It also appears that no
other restrictive measures are called for in the scope of work, such
as sediment curtains, or dewatering measures, or even site access
controls.
We are concerned that contamination will spread from the Washington
Street bridge demolition and construction site in Ludington to our
property and affect our customers and their boats that are in such
close proximity. Also, it appears that no signage, warnings, or
access controls are in place to protect the local community, in
particular children who routinely play, fish, and explore the adjacent
boat basin.
What soil erosion and sedimentation control measures are required
here? We have been pressured to allow access to our property for
storage of construction equipment and materials, and even the project
office trailer. There has been no offer of compensation for this
access and use. What other materials that could be potential
contaminates would be stored on or near our property? Is there an
online resource or other paper file we can access to review the
contract requirements so we can better understand the expected impacts
and avoid any possible new contamination or spread of existing
contaminates?
