If transparency is so strict and difficult in a small town like Ludington, imagine Lansing or DC. That same CDD, Heather Loney-Venzke-Tykoski, was paid good money by the citizens of Scottville to do such work for them for about a couple of years, and during that time a rental rehab grant was awarded to the Carr Communications/Four Star Theater building. <p>Does the Fed still offer monetary rewards for whistleblowers based on a percentage of funds recovered where fraud is involved?</p>
<p>When there is more than one party involved doesn't the Fed show leniency to the first one who opens up and talks, and goes down hard on the others?</p>

<p>Obviously, in the case that stump relates below, the defrauder does not always get that pass, but it almost always requires that the grant administrator takes such action, for if you report the problem to the state, they will look for answers from the administrator. If that person is part of your fraud scheme, then you probably avoid penalties. My one experience with reporting a fraud to the state had that occur; the extent of the state's investigation was pathetic if not apathetic.</p>
