Looks like some guys from Hart.  To answer their question:  He's right up that hill and to the left, if you can get up the hill with that peg leg of yours.

Last year over a period of about 6 weeks, I watched big dump trucks unload crushed asphalt to the tune of about 400 loads or more to raise that road up about 1-1/2' to 2' higher. DNR law states citizens/businesses are forbidden to back fill any land closer than 100' from the water without a special variance permit. The DNR just ignored it and even after it was reported several times. Guess some get to do anything, and nothing illegal is pursued. They sure have a lot of city worker members too.

Coincidentally, it's almost a year to the day that Lake Michigan had their meteo-tsunami (seiche) that left the Ludington lighthouse as an island, which happened on April 13, 2018.
