Charlevoix EMS coordinator resigns after audit looks into his timesheets

CHARLEVOIX, Mich. (WPBN/WGTU) -- Following the results of a forensic audit looking into his time cards, the Charlevoix EMS Coordinator has stepped down.
After a closed meeting, the city accepted Bob Rolfoff's resignation this week.
This audit looked into several things, including possible falsification of records, nepotism, and an analysis of Roloff's time sheet, which city leaders say revealed several things that raised questions.
The City of Charlevoix hired a third party firm this fall to look into the EMS department.
It stemmed from the struggle to fill positions, their desire to restructure the system, and the amount of overtime the EMS coordinator, Bob Roloff, was getting.
“So he was making 105,000 when his salary was 55,000?” We asked. "Correct," said Charlevoix City Manager, Mark Heydlauff.
Overtime, extra runs, and working on-call shifts is how city officials say it added up.
But the audit digs deep into Roloff's time sheets, stemming back to a two week pay period in 2013, when it claims Roloff was paid for an average of 27 hours a day, exceeding the amount of time in a day.
“I don't know that it slipped through the cracks but we had a system that allowed him to earn run pay in addition to that,” said Heydlauff. “There is no allegation from the audit that he was falsifying the EMT runs or things like that.”
Heydlauff says there is a lot of room for improvement on how EMS time cards are structured, to make it more streamlined and transparent, so they're not having one person get so much overtime in the future.
“Roloff served the community as an EMT for 30 years and so many people are grateful for what he did in that capacity but there were things that were in the report that were hard to overlook,” said Charlevoix Mayor Luther Kurtz.
When asked if the city will take this audit any further, both the city manager and mayor said no.
"Was he purposely trying to abuse the system?" We asked. “I don't know if that can be concluded from the report.”
The Charlevoix County Prosecutors Office says if the city decides to seek out criminal charges, police would then do an investigation and if there is enough evidence, they would bring it to the prosecutor’s office.
We tried to reach Bob Roloff both by phone and social media, we have yet to hear back from him.

Billing for 27 hours in a day, and they aren't sure whether Roloff over-billed his time card? Or broke any law? Wth kind of negligence and cover-up tactic for incompetence on the city mgr., mayor, and others is this? Yes, and since Roloff can't be heard back from now, don't expect him to in the future, unless and until he's arrested for fraud. Someone got smart and asked for this audit, and now they don't seem to know how to handle it.........lol.

Maybe the city manager and mayor didn't want auditors to look any further as they might dig up some dirt on them. 

Kinda reminds me of our city attorney, and his over-billing tactics that have ran the city of Ludington way way over his legal limit and retainers for services. He has been revealed several times in the recent past, always blushes when he denies it, and still gets away with it today. City Mgr. says, look the other way, it aint so. LOL! Those past threads are worth re-reading for anyone interested, X did an incredible good job there too.

The "Oh, well" attitude by City Manager Heydlauff and Mayor Kurtz should signal to the populace that these guys aren't being serious with their money, and are likely part of the problem.  Widespread fraud for at least four years, discussed in a closed meeting, and they allow the criminal to resign and not be led out in handcuffs.  As stump and Aquaman conclude, there are deeper problems here and an unwillingness for the city to hold itself accountable for being fiscally irresponsible.

The people of Charlevoix should be incensed and calling for action, but it's unlikely to happen unless some citizens rise up with proverbial torches and pitchforks to set things aright.
