Being that it cost me over $57 to just inspect the 22 pages of public records involved with this contract, I read over them thoroughly, and figuratively had to shove a cork in my mouth when he talked about this wonderful contract he arranged without any competitive bidding. 

I checked his facts afterwards, and if he actually believes they will paint it again before the contract expires, he's more inept than I thought at his job.  The "amazing" maintenance package that comes with it is what one would expect to be done by our employees in the water dept., and what many cities already do by themselves.

I see Shay assuming a peculiar position throughout these pics., one of his hand over his mouth. Sure seems like a huge reverse in body language from all the other times I've seen him in person. Did he ever show the part of the contract where the Painting Company comes back in 10 years for another paint of the water towers? No.... and I don't think you ever will either.

I had a stealth drone in back taking the pictures, so I don't think so RJE, LOL. 

This meeting was declared to be open to the public, accordingly by the Open Meetings Act, it could be recorded with or without consent of those present, unless a closed session was called for or the 'recorders' were disruptive to the proceedings.
