Was the Driver an Innocent Victim or was the Innocent Victim the Innocent Victim?

If you were in your car just riding down the road in a legal procession with your friends ahead of you and then a semi truck going over the speed limit plowed into the back of you and four of your friends cars injuring each one significantly, would you expect the semi-driver to get a ticket of some sort?  Particularly when the semi-driver's story keeps changing?  Please read this story, and see whether you agree with the findings:

This is what happens all the time with BMPs, particularly with bicyclists, who have every right to use the road, but do not have the respect of the Legal Industrial Complex as motorist victims have.  Why does this happen, particularly when bicyclist, motorcyclists, and pedestrians are so vulnerable to the distracted/drunk/drowsy/dislawful drivers?
