There is a version for Windows and Mac OS available which contain manual and quick help but unfortunately there don't exist such a version for I have Audacity, but I haven't found a way to make one. (For those who don't know, a Doppler effect is the effect created when a moving object making a sound moves to or from the listener and the pitch is changed due to the sound waves being more or less compressed.
