The Heisenberg Uncertainty Principle says that it is impossible to measure two properties of a quantum object, such as its position and momentum (or energy and time), simultaneously with infinite precision. At the June 10, 2013, Councilor Nick Tykoski was both present and absent, showing that he must be a quantum object, but that can't be proven with any degree of certainty, except to say that these minutes were unanimously approved at the next meeting.
If only Einstein were alive, he would figure this out and give the details of the theory behind it all but unfortunately the Council would only allow 3 minutes for his explanation.
