Quite right, they do require a special permit in advance for groups wanting to make a special crossing, usually they cross about 6am, before normal traffic even is aware. Another special one is at midnight, for a big group of Harley bikers.

I've never actually bicycled across the Mackinaw Bridge.  Except on special occasions, they prefer you to be transported across on vehicles from what I've heard.
