Dwight David Eisenhower has never been given the credit he deserves as a man with profound thoughts, but he was, whether warning about the dangers of the military-industrial complex as a military man or making the statement above. 

Dare I say he also coined the quote:  "The best morale exists when you never hear the word mentioned. When you hear a lot of talk about it, it's usually lousy." 

And say that this applied to the sheriff primary.
