When I drove over there a few weeks ago to witness them first hand it was midafternoon and there was no flicker because the sun was neither rising nor setting. The majority of the day the sun simply does not cast long shadows because it is higher in the sky.
That one looks incredibly tall when compared to the background trees and barn, and I'm sure all that farmland is flickering up during a windstorm on a sunny day.
