Nice but it ain't going to happen. You might as well add term limits of two terms for Senators, four terms for representatives. And how about some incentives for not making any new laws; there was plenty enough by 1865.
10. No member of Congress or the President shall vote on a bill, law, resolution, legislation or any act of Congress unless they have read the bill in it's entirety and verified that fact by signing an affidavit.
