From what I can understand in this video I would say that the Muskegon ferry, the City of Muskegan and City of Milwaukee are bootleggers because they want to see the Badger shut down so they have no competition on the Lake for the ferry service they provide. The Baptists would be the environmentalist who want a squeaky clean Earth and the members of Congress who want to see the Badger shut down so the bootleggers will fill their pockets.
