I'm surprised it took so long for this to come to light. It does appear that they officers were following procedure as far as securing the prisoner, however, the lack of concern for his predicament after he was restrained and the apathy for his apparent distress says much about what type of officers they are. Another mega lawsuit to be paid for by the citizens.
