Reckless endangerment, assault with intent to do bodily harm, and actions not becoming an officer of the law come to mind first.

Police do whatever they want because there is no accountability. Officer should be charged with assault and, be immediately fired.

If that spray had blinded one of the bikers it could have caused a chain reaction crash and a big mess. What was he thinking?
