One thing I will never understand: people get thrown in jail everyday for legally filming police officers at a distance in public, and yet when a motorist leaves the roadway, jumps the curb in a residential area, strikes a man and his three year-old daughter riding in a wagon on the sidewalk, no traffic citations are issued to the motorist. The latter happened in Portage, part of the greater Kalamazoo area, just off a street named Primrose Lane, as per the song:
PORTAGE (WKZO)-- Citations could be issued or charges pursued this week after a car-pedestrian collision in Portage sent a toddler and her father to the hospital.
A 44-year-old Portage man was pulling his 3-year-old daughter in a little red wagon along the sidewalk in the 7800 block of Primrose Lane, enjoying the nice weather, when Portage Public Safety says a speeding car headed southbound couldn’t make the curve at Trial Ridge Avenue, left the roadway and struck the pair at 10:39 Sunday morning.
The father and daughter were taken to Bronson Methodist Emergency where they were treated and released.
The two occupants of the car were not hurt.
Police say excessive speed is suspected and they are looking for witnesses.

The above article was written about twelve hours after the incident, when apparently there has been no decision to cite the driver for any infraction. Police are looking for witnesses (like the father, perhaps). Barring any additional tests to figure out whether the driver was intoxicated on anything, why is there such a question as to whether there shall be a citation or charges filed, and why don't we get any information on the negligent driver who did this?
The car was traveling down the map on Primrose, failed to negotiate the turn, missed or took down the trees, signs or lampposts at the turn, jumped the curb and struck the two people. What is preventing the police from writing a citation for any of the various infractions that quickly come to mind for such situations, and announce within that period whether any more charges would be sought?
In all the articles concerning this situation, they never mention the driver's name which leads me to think that the driver's identity is being protected by the police, which could also explain the ambivalence of issuing any tickets or charges. Which is sad because whatever the motorist did to leave the roadway, whether it be reckless speeding, distracted driving, and/or inebriated driving, or anything else, it could have easily wound up killing one or both members of that family walking down Primrose Lane.
