I can see it.  Mayor Barnett comes to council with a litany of overblown issues with black bears, showing multiple news reports on bear incursions into Ludington (all dealing with this one incident, naturally).  Council approves a three-year contract with the USDA, fibs to the DNR for permits, then the first night of the bear cull, over a dozen bear are reportedly killed out in Cartier Park.  City hall claims success when no more bear sightings in town happen during that time.
