All the previous carferries had double stacks, with the exception of the City of Saginaw 31 and City of Flint 32. It is one of those. The photo can not be from 1926.

The City of Saginaw 31 wasn't constructed until 1929, so if the dates right I don't think this is that. One of the early PM ferries, perhaps the PM 18 (#2)?
