A simple fix would be to just change the second 'to' into an 'of'. The use of the word 'bludgeon' in local headlines is overdone, streeter.
Just think, the city council could switch back to odd years at the end of 2015 and give the incumbents another year, and just continue that timely process ad infinitum so we don't have to worry at all about local elections or that always annoying changing of the guard.
I'm not an English major so I'm not to sure about the headline expect I think to be fair to too or to, then one of the to's should be to too and to be honest and to be sure I can't be to positive about how to or too are used? I have never been sure about when to use "too" or too use "to". To use too or to two times in a headline to make a point is to much too figure out. If that's not it then to bad. In the paragraph it should say "as they will occur" and it should occur to many that the occurrence of to many too's and how to and too are to be used to determine what one is to make of this is surely to be to difficult to understand. Using too and to too many times is just to much to handle today. I have no idea if the grammer is correct.
