The city manager has become a huge problem. He lacks the ability to tell the truth, is manipulative, and has control issues. We cannot afford to take them to court and unfortunately they know that.

I can only agree with your assessment of Scottville City Officials. I wrote up many of my experiences with them occurring mostly last year in our forum here. I currently have a nine-count lawsuit with them matriculating through the local courts.
