Good Friday is not recognized as a state holiday, so why does city hall staff always take the day off? They do not even broadcast on their website or on social media that they are taking the day off, there is nothing in the city charter or city code that allows them to take this day off, it doesn't appear to be in any employment contract, so why are they able to unlawfully take the day off?
Your first question is instructive. Unlawfully is an adverb meaning in a manner that is illegal, not authorized by law, or contrary to established legal, ethical, or regulatory standards. Taking Good Friday off for a political subdivision of the State of Michigan is not authorized by law and contrary to established standards other MI cities follow, but it is not illegal, as there is no established law that says city halls must remain open on Good Friday.
The employment contracts and handbooks of Ludington city officials I have seen have been boilerplate agreements and when they reference holidays it's recognized as state (or federal) holidays, neither of which include Good Friday. It also doesn't seem universal, as I saw DPW officials doing their jobs that day. My belief is that it's a skip day, but only for city hall administrative and clerical staff.
