Lisa was on the right track but I can't give her full credit.  Why do fatalities always go up when motorcycle helmet laws are repealed.  You will get new riders in the state, most of those will ride w/o helmets; you will get old riders who disliked riding helmeted all the time riding more often, you will get out-of-state riders going through the state more often.  That increased activity will spur other bikers to ride more often, even if they're diehard helmet-wearers. 

The key factor is that even if the amount of fatal accidents per mile stays the same or even goes down, the increased number of miles driven by bikers go up significantly.  So if MI had, say, 100 fatal bike crashes in 2011 with one billion miles ridden by bikers, they may be expected to have 120 fatal crashes if the rider's miles went up to 1.2 billion miles in 2012, even if the law didn't go into effect.  But the law has, and rider miles will increase dramatically at least the first couple of years.

I researched further and saw that the rates tend to moderate in states after the first year or two after repealing the helmet laws.  Always review statistics, they're often hiding things.
