Does anyone know how long these Town Hall meetings for Candidates have been taking place? I don't recall any in the past.

The newspaper generally schedules these events for candidates once before the primaries and once before the general election. It has been rare that they extend that to Scottville candidates, but they don't usually have more than one contested races.
