Bogus sign language interpreter

I don't know if this is laughable or a very serious breach of security. This guy could have been an assassin. Is the Secret Service doing it's job?

If this guy had turned out to have been an assassin there could have been much different headlines reported after these ceremonies.

I looked at the recording and tried to interpret the sign language myself. He actually was signing some gibberish about being able to keep your health plan period, and repeating it over and over again.
