A while back the village came up with a dog ordinance because of some people a few blocks over. Now they are looking into having the Scottville police come out to issue tickets for this as there is no one in the village to do that job.

At tonight's village council meeting a lawyer there said the new ordinance had so many holes in it she did not think it could be enforced but if hired would look into getting around them.

Looks like the "animal haters club" is catching fever across the county nowadays, sad, and also bespeaks of people with no vision of their true duties to the public.

Actually I was so irritated about what I was told I forgot to mention some important info.

There are two residences that are causing this to be an issue. So, in a way I understand the need for the ordinance, but then again I don't want to see any animals displaced. The one place where they keep all  the dogs outdoors has a really nice run and indoor garage/kennel setup. They have done well to make sure the dogs are at least took care of decently. Those dogs are all long haired winter type mixes and seem happy for the most part. but they bark at everything that moves.

The other place is just wrong the way the animals are kept. it is like a tent city in the backyard and a who knows what in the house. The smell from there sometimes is rank.

The ordinance they wrote and passed a month or two ago really isn't so bad to me because it only addresses those with outside dogs, according to that ordinance as long as they are inside you could have 20 and it would be okay.

A council member told me a while back that as long as nobody complains they don't have any interest in the subject. I believe he was being honest.

The problem is that if a person has a few dogs they need to be respectful of the neighbors. I do my well at keeping mine quiet and the yard clean from the landmines.

Some people just should not have numerous animals, it takes a lot of time and work(and money) to keep them all healthy and happy. I ask my neighbor  if he has any issues with mine and he always says " if only the others took care of theirs the way you do yours nobody would have an issue with them. Awww...

It would be nice to read the ordinance. I find that any law or ordinance can be and most likely will be abused at some point in time.

It pretty much says that if a person has more than four outseid dogs they cannot make a lot of barking, yipping or whining, must have a double fence and must be 25 feet from property line and must follow the county rules on kennels.

I am pretty sure they wrote it to be directed at one residence not thinking that the people would actually comply and are now having trouble because the only part that is an issue is the noise and technically animal control cannot do anything in the village.

"...they are looking into having the Scottville police come out to issue tickets for this as there is no one in the village to do that job."

Anything that takes Ludington/Scottville Chief Barnett further out of town makes me smile, LOL.

The ordinance should be readily available without a FOIA; you just need to contact the town clerk to find out how and where.  I don't believe Custer has a website.  I would like to see it, to see whether it is full of loopholes.
