Has anyone seen the missing pie chart?

Did Shay put his pie chart on a window sill to cool and then did it turn up missing? Has Chief Barnett thrown a dragnet over the city to locate the missing pie? 

Actually the pie chart has but two slices, on the one side are things that John Shay has corrupted and on the other are things that John Shay will corrupt. Shay sits at his desk and rotates the pie daily.

Lakeshore Resource Center employees have actual work to do to make things better for the community, they can't be interrupted from their normal work to do all that's required to sell pies (which they normally give away for free or at a very low cost).  Ludington City Hall, on the other hand has a lot of idle hands, and you know whose tools those are.  

If you go to the pie auction at city hall on Wednesday, and instead of the pies on the table you ask for the 2018 budget pie chart, you're likely to see this come your way:

Did John Shay, at least momentarily, forget that the only one of his seven self serving charter amendments passed into law last year was the one that pushed the presentation of the budget and budget message back to the second regularly scheduled meeting in November?  

Do you know why John wants it that way?  The first meeting in December is always the first Monday of the month, meaning that on most years, he will present the budget the Monday before Thanksgiving, and they will vote the Monday afterwards.  You have two working days as a citizen if you're interested to look at the budget if you cannot locate it on the computer, which most citizens cannot.
