Scottville Passes Money-Making Grass Resolution Unanimously Tomorrow

The title may be confusing or misleading but it is accurate.  Tomorrow, October 4th, the Scottville City Commission (aka clowncil since late 2020) has in its packet a resolution looking to make nearly $5000 for the City this winter for grass surcharges amassed for this year.  Since marijuana has been a major topic in Scottville over the last couple years, you may have made the assumption that the City is collecting revenue from local dispensaries or grow facilities.  But the City has none of those; the large grass revenues are coming in for their latest service of cutting people's grass.

One can see from the resolution that the City of Scottville takes its long grass very seriously.  If your grass grows longer than six inches high, they may send you a notice that you're being negligent.  Being that experts in insect and weed control suggest that one mows their lawn at 3.5 to 4 inches tall this tends to make many Scottville lawns non-compliant within a week of being cut during the early months of summer.

Back in 2015, the Ludington Torch pointed out that almost all city properties were in violation of their own tall grass ordinance, and they allow grasses up to ten inches long to be legal.  I'm confident that a snap inspection of Scottville City properties would detect many violations of their own code, as would inspections of the lawns of the seven commissioners.  

Apparently, the Scottville code enforcers have been busy because the list of people/businesses that are delinquent on their payments to the City for their mowing services is at 27, despite each being contacted by 'several notices' requesting that payment.  It isn't clear how many others paid for the service, which appears to be a minimum of $100 per mowing, with $115 being the payment for a normal city lot.  That's quite a bit, one can see why people are reluctant to pay such rates voluntarily and why the City of Scottville is so aggressive in tall grass enforcement.

And it doesn't explain how the all members of the city clowncil can approve of this resolution without having even convened on October 4th, 2021 yet, like the council packet shows:

This tax roll assessment has already been passed by a 7-0 vote, tomorrow.  One guesses that if they feel they have the power to ignore and violate the charter and move public comment to the end of their meetings, they may also feel they have the power to pre-approve such resolutions before they even meet.  That's what city clowncils can do when they are not properly controlled by their constituents.

An average of $550 per parcel is quite a haul for the City. Sounds like this type of grass business is much more lucrative than the smoking kind.
