I think your going to have an uphill battle trying to get the average citizen involved. The only way people get involved is if they are motivated by bad governance that directly affects them, anything else is just a yawn to them. I think X said it best:
"If the local government is not obviously affecting you adversely somehow, they don't participate because they have better things to do than give city officials affirmation. Likewise, criticizing city hall (even if it's spot on) is not safe, and only a small percentage take the risk to offend the councilors, who are propped up by our media, except for those councilors who dare to suggest reining in government controls."
Yup, you got that right Willy, ONLY if it affects them negatively. So, when they negatively affect your friends, co-workers, acquaintances, neighbors, & relatives, people could care less. Then, it's finally YOU, then you Might get involved? Sorry, too late then!!! And no one to help now either.
Nevertheless, and I hate arguing with my own words (thanks Willy!) there may arise a community consciousness when the situation gets to the point where most citizens intuitively understand they are being exploited by their own local government, and the future outlook is not sustainable (to borrow their language).
This comprehension doesn't happen overnight, and typically requires a catalyst, either personality(s) or circumstance(s) that galvanize the society's gag reflexes into action rather than the catatonic inertia which most public officials implicitly desire among their people.
The local political and media forces were quick to fight back with obfuscation when Ed Hahn put out his flyer, which means that they felt it was enough of a threat to their 'safe status quo' that they couldn't just ignore it. This means he is making progress.
I've said it before, I'll paraphrase it again: most of our officials, the ones that aren't just part of 'rubber stamp' contingent, are like cockroaches. Opportunistic insects that get what they can from us using the cover of darkness. Shine the light on them and they scatter into corners with their ill-gotten gains, waiting for you to turn the lights off once again so they can get back to their work.
