I covered that very fact in my comment at Monday's meeting (it's further justified in my write up). Congratulations for catching that fact independently of me. My FOIA request covered requests for confidentiality and applications, and all I got for Reagan and Van Ess were applications w/ cover letters that never requested confidentiality.
Plus, add to all this, 37 applicants, and not even 1 local was considered, beyond Steckel. Additionally, since when does the COL not do any background checks on anyone, not the 10 semi-final candidates selected first, then the 3 final candidates lastly, before making a final decision on 1 candidate? Private employers that hire and also do background checks certainly do this much sooner, which is standard operating procedure. The COL still has many many flaws to correct to operate normally, which again continues to haunt their judgements on important issues.
