Who actually has power over the break wall? Is it the COL?? Isn't the break wall part of some maritime law?? I don't know. Does anybody know? If recalled correctly the COL does not repair nor have any discretion over the breakwall. So how does all that work?? Anybody know??
Good question. I know the City now has ownership of the lighthouse but as far as the breakwater is concerned I couldn't find anything on that. My guess is the Federal Government is the owner and it may possibly be under the jurisdiction of the Coast Guard or The Corp of Engineers. I'm also very curious about this.

I'm not sure whether this question has a clear answer. The City of Ludington took over possession in 2006 of the lighthouse partnered with the Sable Point Lighthouse Keepers Association to manage the lighthouse. The breakwater/breakwall itself is more complicated. According to what I read at the library, the US Army Corps of Engineers effectively own it and the City of Ludington have 'tenant' rights to it. I believe in the 2012 application for the west end project had a letter from the USACOE granting certain rights to the City as per the proposed walkway that would connect to it. But I'm not altogether certain whether it was deeply researched.
