Here's some of what I told another person from Scottville. "Steve Brock, in my observation, is a capable chameleon. he has the skills and charm to be a successful CM, but he doesn't have a lot of personal scruples or a lot of impetus. When he was in Ludington, city officials used him to promote large pay (and fringe) increases for a variety of different officials. A city assessor was given walking papers after deciding a new housing project should have substantially higher PILOTS and Municipal Service Fees (basically what subsidized housing pays instead of property taxes) than what the developer thought. He lied a few times, exaggerated at others."
