Phishing is an e-mail fraud scam conducted for the purposes of information or identity theft.  Recently, someone joined the Ludington Torch under the name "Wanda Marrison".  Something seemed fishy to me when she sent me her initial message. 

Wanda Marrison is also the name of a Ludington City Councilor and has an e-mail at the City website.  She has sat at three FOIA appeals and sat in judgment of whatever John Shay had presented to her.  Our "Wanda" sent me a series of messages, the last of which determined to me that she was not who she portrayed herself as.  She never received my two sendings of information to the actual councilor's address, and shown ignorance of someone who seconded my appeal where I was raked through the coals by the City Manager.  IMG_0098.jpg   Whoever it was had the usual arrogance you find with such City Hall officials but had misrepresented themselves.  I suspended her membership until such time as she wants to re-sign in at her official E-mail, so that her identity is not a problem.  Any ideas of who it might have been?

If you are Ludington CC Wanda Marrison, I originally sent all appeal messages to the E-mail address that is on the city website. It used to be wlmarrison@charer.net which was a probable misspelling of what is there now wlmarrison@charter.net, where 'charter' is spelled correctly. I think I sent to the first back in March for theoriginal appeal, then the other at other times. Unfortunately, I still have the former in my contacts list and try to add the 't' when I send it.
The E-mail you signed up on here is not either of those. Allow me a dose of skepticism as to your identity, until you perhaps provide some proof of your identity. I am not sending my private information to someone who may be an impostor.
If you are Ms. Marrison, you did sit without comment while private, and irrelevant, data about myself and my requests were divulged in a public meeting in November. And agreed with John Shay's new policy that greatly restricts the FOIA, and was exactly what Shay was doing for many of my requests.
It is my understanding, that the FOIA requests and appeals I and XXXXXXXX filed are dead issues to the city anyway.
You've already decided with the unanimity.

So Wanda, what's your point?
Do you think it is OK to:

1) Broadcast private info about an individual at a public meeting that has nothing to do with the appeal (i.e. the information about my bicycle traffic stop, my name, and my e-mail address). BTW, the traffic stop involved a stop sign that was placed illegally 25 ft. beyond the crosswalk, and did not have a traffic control order to back it up.  Feel free to FOIA that fact (stop sign on the west side of the William-Loomis intersection).

2) Broadcast the details of my FOIA Requests, many altered from their original form and intent, at a public meeting, and give those leads to other news outlets.

3) Charge me nearly $900 to view the Building Inspector's annual Building Permit Summaries for the period 1985-2008? The rationale for the charges being that the BI would have to personally look through each address folder since there was no summary found for three of those years.

4) Charge me $600 to inspect the records involving the suit that Jack Byers brought against the City. Then changing the total to $120 when I asked for an explanation of the charges which still weren't given. The FOIA law, state and local, requires the FOIAC to detail the charges. Only when I brought up the appeal did I get that the charges were for three hours of the CM's time, which begs the question, "Why can't a low paid clerk do the same action?" as per the Act.

5) Respond to nine separate FOIA requests as if they were one? Each of the nine requests reviewed on appeal in November were sent in separately and asked about nine different subjects, but he had only one reply which did not detail the charges for each or explain whether the records actually existed or not.

6) Charge a person $57 to inspect the competitive bids for the water tower painting project, without an explanation of what the charges were for, and then give them 25 pages without a competitive bid within, just an overpriced contract that can be easily researched as greatly overpriced.

7) Charge a person, a known indigent person at that, $.25 per e-mail-transferred page of material.

Feel free to answer any or all of those with your opinion. Check out the law--even the local version backs up my words.

Our team of people are looking for answers that your team of people have been and are trying to withhold from us.
How do you explain why your salary is at least $3600 per year, instead of the $50 per year as according to the charter? There has been no ordinance since 1992 that affects your salary, according to FOIAC John Shay.

1. Can you give me the date of this meeting.

2. I would like to see the FOIA request you speak of to see what was altered
what date was the information "broadcast"? I need to know where to look.

3. 1985-2008 that's alot of years. I can see why that would take alot of time.
Was there something specific you are looking for on these permits? Might cut
down on the time if they knew what you needed off them.

4. I don't know who is qualified to pull what. I assumed it depends on what
information you are looking for.
I will ask if only some people can get into certain files. I know everyone in that office has a specific job.
No one in there is a "jack of all trades".

5. Again I can't aswer that. I do not see FOIA request. I don't know how the response's work. Give me specific info so I can ask.

6. I didn't see any other bids for the water towers. I will asked if there were any. I assume there wasn't.  Otherwise I would have seen it.

7. Was this for a FOIA request also? I can't asked about it if I don't have the proper information.

As for my salary. I did not determine that. This is a job that needs to be paid for just like any other public offical. Even at minium wage, and punching a time card for the city, I would be paid more than $50.00 per year.  CC's don't just show up twice a month.

Do you have a suggestion for CC salaries. Needs to cover phone and personal car usage for job related duties, as any company does.

Wanda I worked with you at Walmart by the way... I am not sure you remember me. I saw you as practical and professional. I would have believed.. as you have stated your opinion that much of XLFDs issues were personal except for a few glaring facts. A few FIOA requests are being rejected or the costs boosted for the requests based on what appear to me to be deliberate misinterpretations of the questions being asked for.

 

This and a few drive by visits on this forum by persons purporting to be people they are not.. thus the suspicion rather than open arms acceptance of yourself as who you say you are.

I also personally prefer the public record of conversations here to a face to face or phone call which if heated could lead to false accusations being made such as the misinformation you are encountering just in casual inquiries Wanda.

I, and Eve Alone (a pseudonym of one of my allies) lay out several FOIA 'irregularites' in several separate threads you are welcome to view.  Just do a search of 'FOIA' in the forums and you can get some of that.  Feel free to add your own views to those threads, they are all open.  Invite your friends to respond.

Just so you know, if someone signed on here with one of the City Haller's names and showed compelling evidence that they were not who they said they were, we would suspend them as we had you, and ask for verification of their identity.  It would be irresponsible on our parts to let that impostor continue besmirching the good name of that person.

Which Marrisons in Ludington/Mason County are you related to, just curious? And are you born and raised Ludington, or another implant from the big CITY, just curious? Will you vote like the majority, or the way your constituents would vote, just curious? And most importantly, WHY did you run for Council, at who's suggestions, and what are your future objectives, and be specific pleeeeze? In other words, don't say you wanted to serve and protect, or some such phraseology.
Hi Wanda, good to see a real local taking the reins for public office for a change. Looks like you're Jim's wife, maybe Frank's brother? Either way, the brushstrokes on your reply above seems very good to me, I concur, and hope this is in fact the path you follow. Far too many Oakland County/Detroit types running affairs I feel. Just another curious question, since many locals are for a lifeguard program to be reinstated at the Stearns Park Beach, for safety, and esp. since the recent drownings last summer, how do you feel about this program? It's only about $22K out of a multi-million dollar budget, and saved several lives in past summers. This has been a pet project issue for this forum for quite a while, we see other not-so important projects getting funded with many more funds, yet this one, a critical one for our big lake port, goes ignored for petty cash in essence. Our very own Mayor staunchly supported this program when first elected, yet now has done a 180 degree turn on it, unfortunately, yet has funded other very expensive projects that didn't need doing at all, and provided no safety for swimmers except some ring buoys that are not people of expertise.

Yes I am, and Frank is no longer with us. He was Jim's cousin and Co worker at Dow for many many years.

Thank you Wanda.. For your Bio information as well as your Seeming to care enough to reach out on social networks for ideas and such pertaining to who you serve. This seems refreshing to me for a Ludington official.

Unfortunatly.. I ended up having to move out of my home  of almost 50 years on and off to a new home state.

One of the final straws for me actually, was the decision process that did or did not go into the development of Wind energy in and around our number one natural resource, The view. If I wanted the larger clutter or power lines and such with a lesser tainted view of transmission lines needed to tie all those wind turbines into the grid here. I would have moved down state to our nuclear belt. Everything gets more expensive in MI according to how congested/ convenient it becomes. This is basic economics/Physics. I figured if I couldn't afford to live in paradise any longer due to the power (parking lot) that was to be built near me I may as well preemptively move to a place my retirement could support me better. I have ended up in North Eastern PA. With Nuclear plants, and Wind turbines but at least lower taxes and more services for my troubles.

Feel free to use me my camera and my research for items being brought about in Ludington Where I still have family and friends.

I know you are a small footprint in a much larger game here but please ask the questions! I am sure you will get a response.

Michigan and Puerto Rico are the only two ( States or territories) in the USA to lose population. A place has got to be not only stagnant.. but outright harsh for mass numbers of people to just pick up and leave but Under the leadership of Gov Granholm we got there.

What is most sad about this? Is MI is one of the few states that can produce everything it needs inside of its own borders but is not allowed to due to the heavy bureaucracy and tax burden it applies to its businesses.

Michigan.. is a shrinking State because its leaders have decided to try to live above their means.

 

Ludington .. Is also a little town trying to live above its means..When you run short and the only things you can come up with to cut are public safety issues. Instead of putting day dock projects on hold for a better time and place. It is no wonder a little town is going the way of the rest of the state.

I would be very surprised if a couple of our membership will feel comfortable give their full names for the reasons we already explained. In the original Ludington talks forum our real names were used as whipping boys for those who remained nameless to say libelous things about members once they had real names. As many on here are small business owners in the community having faceless nameless idjits talking trash is not a good business model.  In fact the reason your only seeing some of the membership actively posting is because of said libelous attacks recently.
