The relaying of the information is interesting in this case. All action happened around 7 in the morning. At around noon and before, several news outlets reported on deaths without any names, particularly of the shooter. The shooter's name wasn't forthcoming until about half of a day after the shooting.
If I recall, when most shooters are shot and killed, their identity, once figured out, is given out typically within a couple of hours. Perhaps they eventually figured they couldn't effectively adapt the story to make it better PR for PA Troopers. State police are by their construction the least unaccountable of police agencies.

I would guess at this point it was designed as a crime of opportunity. The ex-trooper was well aware of the security procedures, the best time to strike for more coinage, and figured they had a way around it to pull off the perfect crime. I wouldn't jump the gun and use this as an indictment of PA State Troopers, since the man was no longer with that organization-- presumably because he had some prior issues related to not following rules.
