Ludington City Councilor Kaye Holman has the most seniority serving as a councilor, and in existing for that matter.  As such, maybe we can grant her some sort of allowance for having senior moments at city council meetings, which has been quite frequent of late.  At the 10-14-2013 meeting I made a comment concerning possible hypocrisy by her and her fellow councilor, who was notably absent from the meeting. 

 

"The most interesting part of this is how Councilors Taranko and Holman will vote, since they live at two properties that should have sidewalks in front of them by our City's laws, but they don't.  Shouldn't the senior councilor and the mayoral candidate explain why they vote for sidewalk repairs for others when they should be paying for sidewalk installation on their own property?"

 

When the topic came up later on Councilor Holman spoke up regarding the situation at 9:15 into the meeting:

 

 

Councilor Holman:  "Well, obviously you haven't done your homework Mr. Rotta, I live in an apartment complex, and I have lots of sidewalks, and they're all part of my rent and they're all part of my taxes."

Me:  "May I be allowed to speak?"

Holman:  "NO!... Oops, excuse me."

Mayor Henderson:  "We don't take public comment.  You've already had your chance."

 

Having observed last meeting, where Captain Laaksonen had the opportunity to refute some of the 'inaccuracies' the city elders were relating, I hoped I could clear the subject up with a couple of sentences, but as we have seen clearness and transparency are not part of this City Hall's agenda.

 

 

The truth is abhorrent to the Ludington City Council, so one has to figure they would not want to hear the refutation of their fellow official in front of the media.  As they wish, but here are the facts presented more concisely and incontrovertibly than I could explain in a sentence or two at this public meeting anyway.  As Kaye says, she officially lives in an apartment complex called Sherman Oaks, nestled between Sherman and Nelson Streets in the northeast corner of the city.

 

 

 

Sherman Oaks was primarily established in 1994, as this snippet from the City's Assessing website explains:

 

The Ludington City Code has the following unequivocal rule considering constructing sidewalks on the books since at least 1984, which has been conveniently ignored by many builders through the years, not just those that put up Sherman Oaks:

 

 

From the overhead map above it is not readily evident whether they have sidewalks or not at the property, so we will go to the Sherman Street side of the property and find no sidewalks looking south then north from the entrance:

 

 

But surely they have some public sidewalks on Nelson Road-- guess again.  We'll look south then north from that road's entrance:

 

 

Ms. Holman, you are totally right that Sherman Oaks has plenty of sidewalks, but they are all internal, those white lines you can see in the original picture of this thread, but there is none where they are legally required to be, adjacent to the public streets.  Your rent may include upkeep of those internal sidewalks, but they are not public sidewalks, they are private sidewalks and so your tax money better not be paying for them.

 

With the amount of money they used to construct this facility, you would think they would spare a couple of thousand to not only get the property compatible with this local law, but to insure the safety of their inhabitants and visitors when they walk to and from the property.

 

And, in true hypocritical fashion, she voted to force this person fix their sidewalk and pay more because they didn't jump when the City of Ludington hierarchs told them to.  Ms. Holman, you need to contact your keeper landlord and tell them it is high time they followed the law in getting sidewalks installed along your property's streets.

Very revealing pics. of the truth of the matter here. I suspect and quantify most of Holman's remarks, quips, outbursts, ridicule, and rude behavior not to senior moments. More like someone so disconnected, so arrogant, and so ruthless, that she truly believes she has more power and command of the council and city hall than even the Mayor most of the time. A true legend in her own mind, lol. This tired old blabbermouth needs to leave the stage, and be replaced with a respectful councilor at large, one that represents the local majority. I'm surprised she hasn't been recalled, just on the subject of respect and ethical conduct alone. Summed up in one word, "chatterbox".

Kaye has really lost a lot of ground since she got re-elected (thankfully for the last time), and it hasn't been due to sidewalk installation.

 

All of the property in the block that encompasses Sherman Oaks is almost solely constructed since the time when sidewalks were mandated along the road for new constructions by law.  This is quite dangerous because of the prevalence of housing developments in the area that use Nelson Rd, Tinkham, Sherman, or Lawndale Streets for foot travel.  Pineway, Birch Lake, Sherman Oaks, 143 N Jebavy house a lot of people who travel a lot by foot.  Often most of the right of way is unavailable and dangerous to travel on.

The hospital had up to $19 million for all that construction still taking place but still nothing resembling a sidewalk on Lawndale, and insufficient internal sidewalks for the twisted maze of roads they have created putting in all that extraneous stuff.  The street lighting is non-existent near Nelson Rd.

Nelson Rd. is a disaster zone for pedestrian travel.  Someone walking is going to get killed in that area due to lighting and lack of concern for pedestrians.  The City passed a Complete Streets Resolution a couple of years ago, but hasn't followed it.  But PM Township is also complicit in making that street as dangerous as it is (they are on the east side of it).

Kaye, do you really own any property and pay city taxes in the city of Ludington? No, you are NOT on the Taxrolls as such! Do you live and reside in Ludington? Or do you reside/sleep elsewhere? Do you have the distinct privilege of having an address in Ludington, and actually reside elsewhere outside the city limits? Or do you just have a mailing address at Sherman Oaks? Where most of your clients/senior citizens reside? All this and more need addressing, and if not addressed, then we must presume you are not even qualified to hold office as the city councilor at large.  

What is really sad is that there are several senior care centers around there and when one "escapes" they wander on the road like a wandering target.

And Aquaman:  Not one of her clients in that area has ever mentioned she lives in the complex so good question.

I gathered a lot of information on the very topic of inadequate pedestrian facilities around our recently built senior and health care facilities.  That's what happens when you either have a part-time contracted building inspector, per se, or one that just doesn't take their job seriously.  When we do, they get fired and the City pays $250,000 in a settlement.

As for Kaye's residence, I had others tell me during her recent election victory the claim that she lived elsewhere than Sherman Oaks, and outside the city.  But as far as I could tell, it was an unsubstantiated claim.  If anyone wants to substantiate it either way with proof of roof, it would be in the public interest to show it.  I think she is more unqualified for her position because she is highly incompetent and/or corrupt, not due to any 'birther issue', LOL.

It's strange how Holeman missed the point entirely. What sidewalks does she think was being discussed? Doesn't she realize there are no sidewalks next to the street in front of her complex? And to think this is the kind of intellect that represents the citizens of Ludington.

The bounds of Ms. Holman's intellect continue to amaze me.  At least the lower bounds. 

It almost makes me regret that I didn't risk being thrown in jail for misdemeanor trespassing to vote for her opponent in the last City of Ludington election cycle.

You know I love to defend Holman in such matters, but if she is a renter, she will not show up on the tax rolls.  I live here in Ludington, but you won't find me on the property tax rolls, because I rent.  She is registered here in Ludington at Sherman Oaks in order to vote. 

If you can show me that someone else is living at that apartment that claims Kaye has never lived there or an apartment manager that claims it's vacant or never used, that's another story.
