 (1.) Homeless through no cause of your own ?  

 Definitely a fallout effect from the RIO.

 (2.)People currently paying more than 50% of their income for rent and utilities? 

With the current and upcoming increases in water bills plus the increased cost for upgrading rental units to make compliant with the RIO the effect will br to push some renters into paying a higher percentage of their income for rent and utilities.

 (3.)Living in a home that is substandard ?

Older homes that are currently rented out will be deemed substandard by RIO for rental purposes.

The RIO was railroaded through the City Council in order to cause an artificial shortfall in rental housing. The effect is to qualify more renters for subsidised housing which will then be available with the development of the Bowling/Subway block or as I like to think of  it, the BS scheme.

"Those living in substandard housing are given first priority for tenancy.  When rental assistance is used, top priority is given to very low-income households."

You don't have to be a conspiracy theorist to see what's going on, but it always helps in suspending the disbelief.  Here are some things we know behind all of these moves by the City. 

The new master plan of the city (starting in 2013) was crafted through the efforts of City Mangler Shay and Community Development Divestor Heather Loney-Venzke-Tykoski getting consultants (LIAA) with commitments towards Agenda 21, mostly funded with grants by Agenda 21-friendly non-profits like the Kresge Group.  Unfamiliar with Agenda 21, here's a primer on the bad points, but it is a general plan designed to make earth more 'sustainable' (a concept that sounds great, but means 'bereft of individual rights'-- except for officials) ) by effectively allowing world governments to assume control over all facets of civilization.  Socialism on steroids, propelled by government officials who will be mostly insulated from the effects and propelled themselves by their increased power. 

The desires of these plans are to move the majority of the folks into a bunch of centralized and big apartment houses in metro areas.  Sustainability and resiliency apparently require people to live like a colony of identical worker ants, rather than like human beings.  Nothing sustainable and resilient about that.
