Should it surprise anyone that with City Manager John Shay orchestrating the upgrading of the Water Treatment Plant for the benefit of Michigan Power, that he wouldn't do the same thing with the upgrading of the Wastewater Treatment Plant.

The overloading of the Wastewater Plant is caused primarily from the increased waste flushed down the drain by the House of Flavors. The House of Flavors pays only a pittance with an extra surcharge charge for overtaxing the Wastewater system. The rebuilding of the Plant will be primarily for the HOF benefit. Welcome again to the world of John Shay and his belief that the taxpayer need to subsidize commercial enterprises.

How much of the $20 million upgrade is exclusively for the HOF? Who knows, but you can bet that Shay also got reamed on this deal.

Give the locals something to ponder while lapping at their BlueMoon cone or dishing down on their "free" World's Largest Sundae.

Back in late 2012, the city council was alerted to the fact that the HOF was issuing significantly less Biological Oxygen Demand (BOD) in their waste and losing a lot of revenue from it.  They and the hospital are the main contributors to the city's BOD being high, with the ensuing stench.  But the BOD problem Ludington experiences are seasonally based, it typically spikes up around this time of the year and becomes most dramatic through the summer months, here's last years stat from the Ludington WWTP:

For the COL manager and the WWTP staff not to compensate for these BOD fluctuations when they know the general rules is fairly irresponsible, even when they're primed to receive new toys with millions of dollars to spend-- after the City Attorney and City Manager squander it on paying themselves for all of their hard work.
