Shay or Shinola?

This may just be a minor issue but;

I made  a run down to Copeyan Park to check on the fishing and on the way out I drive past the playground expecting to see the sad looking swing sets with the seats and chains missing much like the ones at the beach playground which were recently removed for "safety reasons". But the swing sets at Copeyan  were intact, they were still there. Now it seems to me if the swing sets at the beach are such a safety  hazard that they have to be removed in their entirety, including the soon to be removed support posts,  that the City would have at least pulled seat assemblies off at Copeyan.  After all the COLD News recently ran a story photos included about how the beach swings being out of compliance with current safety standards. This doesn't make a lot of sense.

Being that PM School was only a few blocks away I took a cruise past their playground.  Except for one missing  seat, all the swings were intact.  I drove by Foster School same thing, all there. Lakeview the same. It seems that the only seats that have been removed were at the City beach. Why?

Could it be that this is the start of implementing John Shays West End Scheme? If you remember from  the WES plans there is some sort of half roundabout at  the intersection of Stearns Drive and Ludington Avenue that cuts into both the playground space and the parking lot of the Loomis Street Boat Launch. While I don't see much of an issue over losing the parking spots at Loomis, I see a lot of complaints from residents over losing part of the playground for a half assed roundabout.

Could it be by gradually altering the playground Shay figures it will be less of an issue when he again applies for his annual grant for the West End Scheme. That the City Councilors will hear less grief from their constituents. That the desk at City Hall will have to listen to less complaints.

Could someone who is good at this (hint X) find out exactly what the current safety standards are that removed the swings from one playground but not the others.  Something about this just doesn't seem right.

I'm going to the library shortly, Shinblind, could you tell me which COLDNews this picture and caption was in?  I remembered the lady bringing it up at the council, yet couldn't find it in the COLDNews I could locate later that weren't part of the birdcage liner.  If someone could scan or take a pic of that and post it here, that would be appreciated too.

I'm sure the city has a lot better things to do than respond to FOIA requests seeking answers to your question, so, in ceding that, how could I refuse to volunteer for providing for your information-starved relief?

I'm not certain but I believe it was Friday or Saturday edition either the 14th -15th or the 21st-22nd. I think it was either page 2 or 3.

And I hate to impose but could you find out the city of Clare Mi cost to upgrade their wastewater treatment plant to eliminate their ammonia problem?  The design of both Clare and Ludington's WWTP are the same, both plants had pilot projects demonstrating the feasibility of the technology in 2010. Clare upgraded their plant in 2012-2013 I believe.  Entex Technology will give you a lead to help with your search. Or call them. They might tell you over the phone. 

Something smells phony with the $17 million quote to upgrade Ludington WWTP for ammonia  or whatever the hell Shay said it would cost.

The Clare information is relevant to our understanding of the local issue, so that seems a worthy pursuit.  Realize that the costs to move the effluent pipe is part of Ludington's equation, but it's easy math to compare the rest once the figures are floated. 

Thanks for the leads, it's not an imposition at all since others may be asking the same questions and the information isn't immediately and readily available.  I gladly engage in Sisyphean, Herculean and Promethean tasks so that we can all better understand the workings of our local governments

I think that is good logic shinblind given the way Shay operates with the help of the zombies on the City Council and the other Cronies who are pushing non nonsensical agendas.
