The City recently received a donation of $40,000 to go towards the purchase of a new security camera system and also the purchase of a new ATV for the police and fire departments. The donation was received on Oct. 27 by Yogan and Rani Rahangdale, the former owners of Whitehall Industries.

City Manager John Shay said, in a pre-city council meeting memo, that the new security system will replace the malfunctioning equipment that provides video images of public areas including City Hall, Ludington Police Department, Waterfront Park, Municipal Marina, and Stearns Park. The images would then be displayed back to the police department.

The new ATV will replace the existing vehicle which has been breaking down frequently, according to Shay. The vehicle is used by the Beach Patrol and also provides public safety personnel with quick access to hard-to-reach area, such as the north breakwater, Shay said.

“The City of Ludington is very appreciative of their generous contribution, as it is unlikely that the City would have been able to complete these projects without their support. These projects will enhance the public safety by allowing the City to monitor public areas and to respond quickly to calls for service in areas that are inaccessible with regular patrol vehicles.”

Will the new cameras be more discreet, able to better capture those who guys who would urinate on the floor or catch that young teenage girl tossing her pad into the toilet rather than the wastebasket?   Only John Shay knows for sure, because he's trying to sell 'non-existent' footage to FOIA requesters for $150.

I don't like the idea of spy cameras watching every move we make. If private businesses want to keep tabs on their property, that's their right but Government has no business installing and using cameras to keep an eye on it's citizens. There are new cameras installed on all freeway systems. This has been going on for several years now. Watching citizens has gotten way out of hand and as far as I'm concerned this is leading to total control of the population.

Have Mr. @ Mrs. Rahangdale made their wants known as to the $40K donation? I didn't see that mentioned in the LDN article, nor by Shay. How come? I am positive that with all the infrastructure problems here right now, there is certainly better usage of those funds. Did Shay alone, without the consent and input from the local citizenry and the city council make this decision on his own? I see nothing to contradict my question either, anywhere! And I totally agree with X and WIlly on this entire matter. The funding is generous, and honorable. Why must it be squandered on some needless spy cameras, AGAIN!??? Let them deteriorate and forget that entire scheme of unethical conduct. Talk about another crazy and needless expenditure of funds, now even donations can't be used properly!!!

Yogen Rahangdale (in the center of the trio), has been CEO of Whitehall since 2010 even after it was purchased earlier this year, and one may think that if he made a donation to the City of Ludington that he would prefer to have the money used for his neighborhood-- he's right next door to the PM Bayou, after all. 

Yet, the city manager and police chief want to direct that money to Third Ward cameras and an ATV for the beach.  Thanks for figuring that out Aquaman, I overlooked that point at first.  Even though Yogen probably didn't direct this to be spent anywhere special, I think he would be saddened if it was used for toys for the LPD and not for his ailing neighbors whose livelihoods have been put into shambles by the city's negligence in mitigating its sewage spills and WWTP problems.

Thanks for your cogent input and compliments X, methinks this entire donation situation may be inequitable and foul, in the sense of dead fish too. Stinks!  Just more proofs of negligence and incompetence imho.

Can an individual make a voluntary donation and request exactly how it is to be spent? 

What if the city decided to spend it on something else instead?

Should city citizens be allowed to dictate how item-specific contributions are actually allocated?
