I was out riding my bicycle on this nice October day by the residence of a lady I know.  She is beautiful, yet simple; she is the ward of a guardian, whose decisions are made for her.  She was adopted long ago with strict rules given by the parents as to how she was to be taken care of.  Recently, her guardianship has changed and the rules were mostly forgotten.

 

I noticed a truck that belonged to a friend of the new guardian.  Concealed by some nearby foliage, I seen him taking advantage of her.  Before I could do anything, I saw two more of the guardian's friends drive their vehicles up to her place, and they got out and joined in the assault.  I wanted to call 911, but knew the guardian was a co-worker and a very good friend of the local police chief, who would allow this to continue.  I sneaked off, disgusted, and went home to get my camera, so as to chronicle the nasty development to help her in the future.

 

When I got back, the vehicles had left and this poor lady was hurting.  She had multiple cuts all over her body, and they had even spray painted her all over. It looked painful and I took pictures of the hurt they had inflicted on her.  Before I could even think of doing more, they came back and brought some more friends with them.  The anguish I felt with not being to help this lady was great, but I went away while they came back at her.  Once again they assaulted her, cutting her up, damaging her beyond immediate repair.  I took more pictures of the carnage, but they paid little attention to me-- they knew I couldn't help her out, and they had weapons.

 

They continued this for the rest of the afternoon, cleaned up a little bit afterwards, and left.  I consoled her afterwards, but knew there was little I could do to help her before they would come back again and do worse to her.  Tomorrow the raping will continue.

Despite my attempts the majority of the committee has decided not to pursue any interest in the issue regarding not following the charter and has asked that you take it up with the city. The board believes that wording in the Charter did not require a vote. Again, we are just the fund raising arm for this project. It is a city park and it will remain a city park when the fence goes up.

I realize that we did not have any public meetings after we chose the location. I agree that we should have given the public an opportunity to contest our decision to build the park on city property and bring the charter issue to our attention - but unless someone has that time machine figured out - we can't go back and change it! ;)

Perhaps the city can offer a better answer. Joe has asked that you call him with any concerns.

As stated above, the City Government is the true culprit in not following their covenant with the people of this city. If you could be so kind, could you perhaps provide us with the names of the other members of the DPC? And are you sure that this is still city property and has been city property all along? There is subtle differences in donating, setting aside, borrowing, et. al. which may not mean much to you or me, but does when we are talking contracts and covenants and ethics in government.
Absolutely positive this is still city property. As our covenant states, we only promise to raise the money to build it and keep it clean. The words donating, setting aside and borrowing are not in the covenant EXCEPT when we say the DPC will donate the money to build the park. We are the only ones donating here. We just used the wrong words in our interviews.
Good point, Cyndi. What's stopping someone from putting a pig farm in Cartier Park in the future, LOL?

and you say clue like you're trying to solve a mystery. as someone batting for the other team, it makes me giggle, for i know that no one is guilty of anything but busy lives - which has just made us over look a few things in an attempt to get a big project done in a short period of time. trust me, everyone on this team is too busy to attempt a conspiracy.

Unchecked government -- even at the local level -- is dangerous. Thank God we have a few people who are willing to stand up for what they believe in, and take the heat for it.

Ergo, the DPC is then just an arm of the Ludington City Government and those people who thought they were donating to your committee were just paying government fees indirectly. DPC President Moloney's participation is an added clue to this.
Let's please get back to the main thread, that of a rape of the natural resources of Bryant Woods, aka, Cartier Park. Anyone drive by this area of late? I have! And I can unequivocally tell you that woods area is NOT in need of more woods and trees. Fact is, it's Way overgrown in trees and shrubbery, and therefore, what the dog park does in affecting a small 1 acre out of 40 acres? of land to be cleared and made available to a dog park, is totally inconsequential and not a relevant issue to be debated, jmo. Bottom line is, or should be, imho, is whether the Cartier Family has issues with this land usage of their donation to the City? If not, then it's a moot issue, and is not up for debate. Has anyone been a conduit of pro or con info. from the Cartier family thus far? Methinks not! And that has more importance and impotence to this subject than any other muses of legal statements and quotes. The Cartier family rules on this, as they do on ALL the many proposed usages in the future! No Brainer!
