DHS Advances Plan For “Public Safety” Drones

More incarnations of spy technology to undergo testing

The Department of Homeland Security is advancing its plan to use surveillance drones for “public safety” applications, announcing last week that it had received a deluge of “excellent” responses from potential vendors and was set to carry out more tests of the technology.

As we first reported in July last year, DHS Secretary Janet Napolitano told a House Committee on Homeland Security that the federal agency was “looking at drones that could be utilized to give us situational awareness in a large public safety [matter] or disaster,” despite the fact that the agency had previously indicated it was reticent to use spy drones to keep tabs on the public.

This was followed by a “market research” announcement in September that confirmed the DHS was exploring a “Robotic Aircraft for Public Safety” (RAPS) project, and was asking small unmanned aerial systems (SUAS) vendors to take part.

In an update posted on the FedBizOpps website last week (PDF), the federal agency announced that, “Vendor response to our Request for Information (RFI), Number: DHS 13-01, on small unmanned aircraft systems (SUAS) was excellent and included the submission of over 70 white papers.”

The announcement added that a small number of the submissions would now be participating in the “first phase of assessments” for the technology in 2013 and 2014. The DHS refuses to specify which proposals were accepted and for what reasons.

Initial testing of robotic spy drones for “public safety” applications was conducted by the DHS’ Science and Technology directorate at Fort Sill, Oklahoma last year.

As Wired Magazine reported, the DHS is pursuing lightweight spy drones that can fly for two hours at a time, but it is also interested in military-style drones fitted with cameras that can spy on up to four square miles at a time.

As we reported last week, the ARGUS-IS surveillance camera system, developed by BAE Systems in conjunction with DARPA, has the capability to track every moving object across an area of 15 square miles, or a medium-sized city – and could be fitted to unmanned drones that can stay airborne for years at a time.

The DHS is already using another type of airborne drone surveillance, also utilized to track insurgents in Afghanistan and Iraq, for the purposes of “emergency and non-emergency incidents” within the United States.

Experts predict that there will be 30,000 surveillance drones in American skies by 2020 following a bill passed last year by Congress that permits the use of unmanned aerial spy vehicles on domestic soil.

Last week, a Federal Aviation Administration official told a conference in Northern Virginia that unmanned surveillance drones deployed in US airspace would not be armed with missiles.

I'll have to check that old 1984 film out when I have the time, even though we've already reached 1984 and beyond.  Drones will be even less merciful than a blood and flesh officer, shooting down an innocent person will be able to be accomplished by handling a joystick, and have the feel of a video game.  As our police get less involved personally, the greater the chances for injustice will occur

the wife and went to outdoor world in Perrysburg Ohio looking for ammo last week-end,NONE But, they had one bushmaster M-4 , for 949.00 and I started to buy it to re-sell and the wife ,not so kindly remimded me that I have enough fire-arms, and, when the little lady is happy, every-one is happy. If you get my drift? The next morning I went to gun broker.com and showed her what the people were bidding for the same gun (2100.00) but, she's right, I have enough fire power, can't afford to go out to the gun club and practice cause ammo is so short.

 

Just remember easy, practice makes perfect, I must also attend to those long put-off duties myself. Ranges are getting harder to find too my friend. When in Ludville, I prefer the country to practice. Ranges are, afterall, artificial in reality.

The main thing I see as time goes on since 9-11 is that the Patriot Act and Homeland Security Dept. have in past and continue in to the future to go over the top in violating American rights. They both need termination, lest we see this escalate into the future until no American rights are afforded us nor recognized anymore. I am shocked that young people and adults alike aren't in the street protesting and raising merry hell over this. But, they have us so upset and worried with getting/keeping jobs and having money to survive, that most just don't have the time nor demeanor to participate anymore. The USA is clearly and swiftly becoming the old USSR today. GOD save our country, but he is quite busy too these days, so, God helps those whom help Themselves is all that is left now.

Many thanks Albino, and to think, as of tonight, Rush Limbaugh is getting his website bombarded to the point of collapsing! Yes, it's true, all because he finally said what many sane and observant citizens have been thinking for months and perhaps even years, "I'm ashamed of the USA". Blunt, yes, but, is it a lie and undermining this great Nation as we all watch today in Awe???  Or is it just a "wake-up call" to act and finally stop watching and just talking us all into financial fiscal doom?

Aquaman is obviously a direct descendant of Patrick Henry, or at least he seems so at times.  I would argue with Rush Limbaugh on one account though.  He should not be ashamed of the USA.  Being ashamed of the USA overgeneralizes the shame one feels for the current direction some of our government and our culture is taking.  There is still a lot to be proud of.

I doubt if I could ever say that I'm ashamed of Ludington, but I definitely am ashamed of its current government living outside its own laws and ideals, the local newspaper existing without a shred of journalistic integrity, and some of our prominent business leaders taking advantage of their connections in local government to secure taxpayer money for themselves illegitimately. 

Jane, as I stated, was at outdoor world a week ago, no ammo, also no re-loading eqipment. Whats that tell you?
