This photo is not local it can from Seattle WA. But I noticed there was a port-a-potty in Copeyon Park about where the walkway to the fish leaning station is. I just wondered who ordered this or why is it there?
I would have posted this on the Concerned Local's of Ludington Facebook page but I haven't been able to get approval for any topic in quite awhile as in months.
I am certain there is an rational explanation for it being there, I was curious as to why?

I would bet the decision came from the district health department. This notice from the City of Ludington, show the City took several measures to thwart the spread of COVID, including: The bathrooms located on North James Street within the Plaza shall be closed immediately. I believe they posted later that a port-a-John(Shay) would be placed in the area.
It is not difficult to extend the reasoning behind that move to the public restrooms at Copeyon and its new blue arrival. Especially since they also noted "All events scheduled to utilize any municipally owned/operated facilities shall be cancelled immediately."
shinblind. My guess is that because city employees have been laid off, the water supply, which was turned off for the winter to prevent water pipes from freezing, has not been turned back on so a porta potty is taking up the slack. It's a nice thought but another added cost to the taxpayers.
That would also be a good reason to keep them off in this weather that's still dipping into the low twenties in temperature, but I think the overriding concern is that the DHD#10 believes the spread of C-19 can be diminished if public 'full service' restrooms are not in use because of all the surfaces potentially touched by potentially many users. A porta-John doesn't cure all those concerns, but they allow it.
Did a second look. The port-a-john is not handicap accessible.
How come?
Wouldn't the ADA be applicable to cover this?
